Sky High Canon Point; I'll be taking Keith from the point in canon where he (along with all the rest of the heroes) has had his memories of Kotetsu Kaburagi as Wild Tiger erased by Albert Maverick. Episode 21, to be precise.
House; Intensely loyal, dutiful, selfless, and moral, Keith is a very perfect and gentle knight who belongs in Heimdall.

Personality; Keith Goodman is a land of contrasts-- well, not a land. He's a person of contrasts. He's a super-powered human being, and a gentle person with an open nature. He's a serious guy with comically formal manners, and the socially awkward boy scout next door. He's an entertainer in the cause of justice, and an enforcer in the cause of commerce.
Keith has both a command of great power and a great capacity for gentleness. In the course of his duties as a hero, we never see him so much as showboat, much less abuse his powers. Often, he's shown making sure even the criminals he's apprehending aren't injured in the course of their arrest. Upholding the social order is important to Keith, not because he wants to impose his will on others, but because he believes the citizens he serves can be safest and happiest within it. In addition to his on screen and off screen duties on behalf of his sponsors and HeroTV, Keith spends the majority of his time in the evenings patrolling the city-- his own idea. Keith takes his gift seriously, plainly believing that "with great power comes great responsibility". He's devoted to his dog, John, as well as to his fans. In spite of the fact that he doesn't do much socializing, Keith has many qualities that make him a fine friend-- an earnest kindness and a great generosity of spirit first among them. Living proof that you shouldn't judge a book by its dust jacket, Keith transcends the stereotypes that go along with his "all-american" good looks. He consistently puts others before himself, even when he feels awkward or unsure. When he loses his title (King of Heroes) to Bunny, the jealousy he experiences obviously troubles him and he questions his identity. When he does reach out, to a young woman who is a stranger, he finds help, but remains convinced that he repay her.
In spite of his sometimes "air headed" manner, Keith is a serious guy in general. Historically, he has difficulty improvising socially (of all the heroes, he's the one who takes Bunny's birthday skit most seriously, going to so far as to carry his lines with him to the event after having practiced on his own) and it's obvious that he feels more comfortable speaking as Sky High when the opportunity presents itself. Even when he's appearing as himself, Keith's manners are charmingly awkward. He's almost painfully formal, relying on convention so that he won't commit a faux pas. When he does share his thoughts, it's often to give affirmation to others-- though sometimes it's to espouse an opinion, even one that seems to come out of left field (see: ill-timed speculation over Bunny's ability to host a dinner show). Keith is the sort of person who weighs matters in mind for a good long while, wanting to be sure of himself before speaking-- not that his intentions always communicate well. While he does avoid forcing his opinions on others, Keith obviously has them. As charmingly uncomplicated as he can be, Keith also shows a strong simplistic streak at times. He seems to see justice in black and white terms, carrying out his duties in strict accordance with instructions. In part, this might well be due to his thinking that those above him know what needs to be done, but Keith shows a resistance to considering factors that might moderate his actions as a hero. As Sky High, Keith won't be swayed by reason, a bad guy is a bad guy is a bad guy, as Kotetsu ( along with countless other actual bad guys) finds to his frustration.
A good natured person of regular habits and good intentions, Keith leads a life that revolves around his obligations to others-- his sponsors, the other heroes, the citizens of Sternbild, his dog, even bad guys, when it comes down to it. All of the things Keith is and does go towards his ideals of service to the law and the protection of those around him. If there were such a thing as an Eagle Scout in his universe, Keith Goodman would be one. Or would have been, when he was still in school.

Keith spends a lot of time in the air, but when he's Sky High, he's wrapped up in layers, of technology, of metal and cloth, of responsibility and aspiration. In dreams there is only blue space. Wind in his hair and against his skin. No jet pack to propel him through the air, but something gentler, more natural. An understanding with the wind. Aloft in its swift embrace, he cradles it in his arms.
He's dreaming now. That kind of dream where you know it's a dream but you manage not to wake up. In his dream, he's soared to the top of a tower of cloud and hangs there in the air. It's quiet. The way it never completely is in the waking world, where the sounds of Sternbild filter upwards, bringing the city into the sky. In the quiet, it's easy to order his thoughts. In fact, they seem to order themselves naturally, like birds perching along a wire.
Keith stretches against his sheets, clinging to sleep, drifting ever upwards into the sky of his dream. In an hour or so, he'll wake in the early dawn, pull on his running shoes and hit the streets of his city with his head still full of clouds. He'll move down the still mostly empty streets and through the very first wave of bleary-eyed office workers. He'll make his way through the park, just another young man (with dog) out for some morning exercise. No one who sees him will know that he's someone who makes them safe, who keeps them safe. But that's fine with Keith. Every day and night he does what he loves. Even in dreams.
